The critical component of BCP from FEMA's implementation is Business Impact analysis BIA . BIA is a component or essential piece of planning that gives the information about the risks or how they are going to impact the organization. And if you know the risks then you can prepare yourself for the worst case scenarios. Obviously an organization would not want any potential threat that can create a harm.

No , a BCP process would not be successful without a proper BIA for an organization as there would be a lot of risk which will also include financial loss risk. Even a best IT system without people , process and infrastructure may not be enough to sustain business.

Why would an organization be willing to take a risk on their financial side , a business can only be successfull if there is minimum financial risk and other potential threats. So it is better to have a proper BIA which can tell you about the risks and you can prepare for it. That is why it is also referred as TREAT AND RISK ASSESSMENT (TRA).
