The sex offender level is determined by the law enforcement agency in which the sex offender resides and it categorises the offenders across three levels. The majority of registered sex offenders are classified as Level 1 offenders who are considered at low risk to commit the same offense again. These individuals may be first time offenders and they usually know their victims. Information regarding Level 1 offenders is not typically included in the search.
Level 2 Offenders have a moderate risk of re-offending. They generally have more than one victim and the abuse may be long term. These offenders may use threats to commit their crimes, often using a position of trust to commit their crimes. Typically such people do not appreciate the damage they have done to their victims.
Level 3 Offenders are considered to have a high risk to re-offend. They usually have one or more victims and may have a previous history of commiting violent crimes. They may not know their victim(s). Typically, the crime may show a manifest cruelty to the victim(s) and they usually deny or minimize the crime. These offenders commonly show identifiable traits of of a personality disorder.
Kidnapping is the another level which is used in the registration of offenders in instances where the victim is a minor and not related to the offender.
The registration process is an in built mechanism to keep the criminals in a county under state vigilance through the office of the local Sheriff. In the case of King County, the registered sex Offenders are expected to report periodically in the Sheriff’s office as a way to curb the tendency to recommit the offence. Moreover, the registration also allows the county residents to take the necessary steps to maintain caution and be on alert in their own neighbourhood. The program is thus guaranteed to prevent future occurance of a violent crime by raising awareness in the local community through the registration of the Offenders.
