a) In the case of a pure sine wave AC,RMS AC Voltage can produce the same amount of power as the same value DC voltage.

It is used because to find the effective value of AC(Voltage or current)

RMS or Root Mean Square is a trigonometric method of calculating power under the curve.The fact is that any mechanical meter movement Will do this automatically.

So, Vrms=1/√2.Vpk

b) As the name implies,Vrms is calculated by taking the square root of the mean average of the square of the voltage in an approximately choose travel. In case of symmetrical wave like triangle wave,a quarter cycle faithfully represents all four quarters cycles of the waveform.
