HClO3 is a strong acid ( pKa = -1 ) and is also a strong oxidizing agent. When heated it suffers decomposition into chlorine di-oxide , perchloric acid and water.

3HClO3 = HClO4 + 2ClO2 (g) + H2O

However , it also undergores neutralization reaction due to its strong acidic charecter with a strong base as KOH at low temperature only . The balanced chemical equation for its reaction with KOH is represented as:

HClO3   + KOH = KClO3   + H2 O

It should be noted that chloric acid is a 40% solution of HClO3 in water and further concentration leads to its decomposition as

3HClO3 = HClO4 + Cl2 + 2O2 + H2O

hence , a dilute solution would undergo the above reaction at low temperature only , due to its strong acidic charecter. The K+ ions & ClO3- ions are then regarded as spectator ions.The reaction , therefore, follows the net ionic reaction as-

HClO3 <-------> H+   + ClO3-

KOH (aq) <-----------> K+   + OH-   

H+   + OH-   = H2 O
