2. Why do some countries refuse to join (or are leaving/left - Britain) the EU while others take advantage of the opportunity?

First let us discuss about the Advantages of joining European Union-:

1)Freedom of movement-The European Unions lead to people of any state are free to get roam from one country to other.People can travel to any European state of their choices and even work,study and live there.Only if people want to go Schegen area,which consists of 26 European counties the people demanded to have passport and visa to travel there.

2)Have access to health benefits-The citizens of European countries have given EU health insurance that give several benefits like to access emergency services related to healthcare anytime whenever they need,in any member state.

3)Decrease in prices of goods and services-As after getting union and start operation whole as One which to be considered as single market,so an average price was to find for all the products among different states and area to sell and exchange.This results in lower prices of goods and services and people also got reduction in their taxes.

Disadvantages of joining European Union-:

1)very high cost of membership-To become a member of European union was not cheap as it observed that cost of membership is very costly which ranges from 300-873 Euro.So the states planning to become a member of this union have to seriously consider about it.

2)Single Currency-EU didn't make it members to shift to Euro,instead giving it importance and insist the use of only one type of currency.Euro caused many problems to the member states of EU leading high unemployment and slow economic growth.

3)Overpopulation-Due to immigration of people,as the member were allowed to roam freely anywhere as per the policies and this resulted in overcrowding and increased population very high and only over next decade,UK shown rise in 70 million more people.

Countries which refused to join were due to the reason of Problem with policies which demand many wealthier countries to share their wealth to other member states and due all other disadvantages which we have discussed above.
