Correct option is D. Tracy needs to call the customers back

Because it is specified that one of the Michelle's customer calls the office, which means the company we would be having the customers detail so the secretary even after noting the wrong number can and go for the data of Michelle's customer and look for the similar number and then Tracy could call the customer back.
