Victims are considered as the focus system of entire justice system. All the persons involved in justice system try to provide appropriate justice to victim. Various thought processes have already taken place in the process of victimology.
It was the year 1940 when people started to view whole crime scene from a new angle. They kept main focus on role of victim in any criminal incident. There was also a time when most of the focus used to remain on offender only.
Now a days victims are considered as witness. This major change took place after the industrial revolution. In USA, President's commission on law enforcement decided to keep main attention on victims.
Physical and mental impact of victim is also being analyzed. Various statistics and traditional methods are analyzed to get a proper grab on the entire process of victimization. Emotional sufferings of victims are also being prioritized.
In the year 1985, a declaration came into existence from the United Nation which mainly talked about losses of victim and also about different methods through which those losses can be stabilized. It was mainly concentrated on basic steps involved in preservation of rights of victims. It also kept main focus on preventing any abuse of power.
