A HR director will not hire anyone whose shoes are not well polished when they come to the interview. Is this legal?

Well this is totally depends upon HR if he give preference to this then definitely it matters. This is because it's HR decision to hire you or not. In this matter no legal objection appeared. Like in an interview if HR is impressed with two candidates both have the same knowledge and ability then he like to observe outer representation like dressing, hygiene. If he observes differences in cleanliness then he prefer to someone who look more well dressed. This totally depends on HR to HR. In this you cannot challenge the decision because it's her choice and decision that actually matters in last.

Well there is an psychological reason behind the HR decision when he not hires man with dirty shoes. Because this shows the carelessness and perfectionism about the person thinking and behavior. This shows how he perceive himself. This shows the psychological image of the person.
