his is a case about the virtual case file system, which has caused FBI IT leaders many problems.

VCF (Virtual Case File):

  • The VCF was an application that was being developed by the department named FBI from the USA in the year 2000-2005 but unfortunately the project was being closed down while it was still under the phase of development and it cost the government a lot.
  • There were certain attacks on the VCF project when it was under development and was going to be the major part of the department as they were going to migrate all the data to the VCF machines which were using Oracle database at that time.
  • Due to the attacks on the system, there were many things along with the data at stake so FBI did not mention any more burden on the software and decided to shut it down and go with other alternatives.
  • The major reasons for the failure which I thought are as follows:
    • Due to the lack of strong technical architecture in the system.
    • The repeated changes that happened in the specifications of the application that too when it was under developing conditions.
    • The repeated turnover of the management also led to the problem in developing certain sets of specifications.
    • The micromanagement of the software developers also was one of the major reasons behind it.
    • Due to the lack of talent in the upper positions such as engineers and project managers were being assigned who had nothing or little knowledge of computer science and how to manage such things.
    • Due to the requirements that were being continually added to the application despite the fact that the implemented functionalities were not even checked properly or given time to.
  • The VCF systems would have been a success if all these points were taken care of while the development and the engineering team would have given more time and a bit of freedom to suggest the working of the functionalities that were involved in the system.

Hence, these are some of the reasons which I believe played a major role in the failure of VCF systems.
