The way of representing it varies slightly in every proposals. If the targeted audience is a customer, then the proposal is drafted with least possible technical terms to maintain easy readbility. If the targeted audience is a manager, then the proposal can contain any information inside a company as the manager knows it all. In other words, contents and words chosen for a proposal must be targeted and drafted for the respective audience involved. A good proposal will talk to the audience in his own voice.
