The above statement conveys the goal of an educational institution which is specifc, measurable, appropriate, realistic and time-specific in the following way:
Specific: It is clear from the statement what is intended to be achieved, who is invoved and where will the impact be afftected i.e. total male engineering majors at the institution to seventy percent (70%). If the current number is higher tha 70% then it has to decrease down and if the number is lower than 70% then it has to increase.
Measurable: The target to be achieved is indicated as a ratio male to female engineering majors (70:30) which clearly indicates how many/much is the target and what is need to achieve it.
Appropriate: If there are goals are achievable, then the goal is appropriate. However, there are other factors which makes a goal appropriate i.e. acceptable to all stakeholders whether it meets the larger objective of the institution, but they are contextual.
Realistic: The constraint of maintaining a male to female ratio of 70:30 among engineering majors can be achieved. Therefore the goal is realistic.
Time-specific: The goal has a define time horizon of June 2020 i.e. the goal is requied to be achieved by defiend timeline. Therefore it is time-specific.
