Differentiate between the role of the Electricity Market Oversight Panel (EMOP) and that of the Electricity Transmission Utility (GRIDCo) in the Ghana Wholesale Electricity Market.
Ghana having electricity market rules to regulate the wholesale
distribution of electricity. This is facilitated by Ghana Grid
Company Limited (GRID Co) with collaboration with the Electricity
Market Oversight Panel (EMOP). EMOP is a panel of 11 members which
supervise the operation and administration of the wholesale
electricity market. The rules regarding this are necessary to
sanitise the electricity market sector and help the building of
robust and sustainable electricity market. These rules promote the
competition in the electricity market also. This drives the
efficiency in production and reduces the cost. EMOP review the
procedure, manuals and electricity market rules for the
operations.
The major functions of GRID Co are undertaking the economic
dispatch and transmission of electricity from wholesale suppliers
to bulk customers, providing fair and non discriminatory
transmission services to all power market participants,
implementation of the necessary investments which provide capacity
to transmit the electricity energy etc. The GRID Co was established
on the basis of the Energy Commission Act, 1997. The establishment
of this organisation intended to develop and promote competition in
Ghana’s wholesale power market.
