How do China fare on various social indicators and social spending? How does this compare with Vietnam?
As per world bank report China's spending under public spending on social assistance program as a percentage of GDP is as per below.
All Social Assistance: 0.4% of GDP as of 2014
Cash Transfers: 0.3% of GDP as of 2014
Fee Waivers: 0.6% of GDP as of 2014
In-Kind Assistance: 0.0% of GDP as of 2014
Share of employed in population is 60.9% out of total labour force as of 2013
Apart from that Chinese government has started many other programs as a social welfare programs both for majority groups as well as ethnic minority groups, these are Dibao which is a minimum livelihood guarantee program aimed at urban household to give them minimum subsistence livelihood.
In 2004 China has seen greatest decrease in its poor population since 1999 and people with per capita income of less than 668 Renminbi has been decreased by 10% or 2.9 million and people with per capita income of not more than 994 Renminbi has been decreased by 11.4% or 6.4 million.

All Social Assistance: 1.0% of GDP as of 2010
Cash Transfers: 0.9% of GDP as of 2010
Fee Waivers: 0.1% of GDP as of 2010
In-Kind Assistance: 0.0% of GDP as of 2010
Share of employed in population is 60.9% out of total labour force as of 2013
In two indicators named All Social Assistance & Cash Transfers Vietnam is doing better but for other Chna is doing better but since China's population is huge in-comparison to Vietnam, so overall China is in a better position and Chinese data is as of 2014 and Vietnam's data is as of 2010
