In the federal bureaucracy, the practice of hiring and promoting individuals based on their political support for a party or candidate rather than on their merit. Also called the spoils system. The role of shadow bureaucrats in the exercise of modern government. In addition to the local, state, and federal bureaucrats, shadow bureaucrats—employees on the payroll of private, for-profit businesses and private non-profit organizations with government contracts—help complete the business of government at all levels. Through the contracting-out process (also known as outsourcing or privatizing) the government signs work contracts with these organizations to do the work of government, but they do not receive a government paycheck. Shadow bureaucrats help deliver government services. |
