The truth sentence can be written as, a polarizer material need not to have a net electric charge.

This is due to the fact that polarization is just the allignment of electric dipoles along a particular direction. A dipole means two equal and opposite charges separated by a distance. Thus the total charge of the dipole is zero and also net charge in a polarized material can be zero.
