Imagine you are the governor of one of the states that are experiencing a spike in CORVID-19 cases (e.g., Texas, Florida, California, etc.). In a well-planned and written communication to the citizens of your state, make the argument for your recommendation to stop the relaxing of restrictions that were in place at the beginning of the CORVID-19 pandemic in the U.S.

As part of this communication, you will need to include:

  • Data from credible sources indicating that a spike in the number of CORVID-19 cases is indeed occurring.
  • What steps you as governor are mandating your citizens take.
  • What penalties will be applied for non-compliance.
  • The trajectory of your mandate (i.e., the restrictions will be relaxed when the following conditions have been met).

Expert Solution

1. As a governor of a state, my first priority is to keep safe my citizens from the impact of COVID-19 and also to minimize the spreading of COVID19. so the respective measures can be taken to control and prevent citizens from the pandemic.

a) strict rules on public gathering, no. family function no religious gathering and also a restriction on travel and shopping mall.

b) giving priority to sanitization

c) proper check on healthcare facilities and availability to citizens.

d) taking care of jobless and poor people in terms of their basic necessity.

e) A closer look at the spreading of COVID19.

f) No space for violation

g) financial penalty for violators.

2. if anyone violates the restriction the penalty should be in financial terms or imposing some type of fine to that individual. that is one of the effective measures which can control the violation. the objective of this restriction is to keep citizens safe and aware so there should not be any kind of imprisonment. it is for their benefit and better to make them aware rather than fine them.

3. When the situation will be under control and it is observed that individuals are more responsible, in that case, some of the necessary services and facilities can be relaxed. it should be in a restricted manner if all the restriction will be taken off then people will be more care free so it will be better to slowly relaxing the restriction in green zone only.
