3B) the foreign policies put forth by Bismarck were such that it wanted to keep a balance of power between the different countries. Europe before Bismarck was highly unbalanced in power; With Austria asserting its dominance of the other countries and Britain trying to establish its power. Also, when the division of Africa was taking place for ruling, Bismarck took care that land was given to the 6 different countries that had gathered for the Berlin congress.
