Theories are constructed within a particular context like with reference to historical and cultural concepts, scientific theories explaning how the nature works, etc. Theory operates at conceptual level and based on logic rather than observations. So it does not operates on a concrete level because a collection of facts is not a theory, a theory must go well beyond constructs to include propositions, explanations and boundary condition.
