Should we accept the doctrine that "the end justifies the means"?
Should this be unconditional?
Can this be situational, such as with war vs. peace?
What consequences might arise from following, or not following, this political axiom?
Yes we should accept the doctrine "the end justifies the means" which can be stated as that we can use wrong methods if if aim is to good.
No this cannot be unconditional because everyone have their own opinions. So some may think that something which is wrong also as good thing because they have their own perception. Some conditions should be there where some guidelines should be framed when to use that doctrine.
Yes this doctrine can be situational like war vs peace because if there is war there will be no peace between people. So at that time to achieve peace which is good for so many people than we can use this doctrine.
Everything has their own pros and cons sometimes following this doctrine may lead to good and quick results sometimes even using this doctrine may even lead to bad results which can be devastated. So it depends on so many factors like situation, people, policy, politics etc.
