People are born with talented musicians or athletes. They're just learning to improve it. Just as tone-deaf people can't sing, a person can't become an entrepreneur without charisma, integrity, sincerity, vision and bravery. Steve Jobs is not even a graduate, but his inborn management abilities have made him one of the world's most successful businessmen. He may not understand how to do the job, but his management abilities make it possible for others to do the job. An entrepreneur must be able to get others to function.

People who are born with these skills will naturally excel while others will be just a fish out of the water and may struggle to reach the same point. Yes, individuals can learn how to become entrepreneurs, but then they have to be able to know stuff more quickly than others. It is possible to learn parts of leadership skills, but most of it can not be learned. It requires a lot more to become an entrepreneur than some advanced presentations of power points and some crisp phrases on textbooks.

It also relies on the location and moment to be a successful entrepreneur. The correct location and moment can create a good businessman. A businessman may have skills and charisma, but maybe the time isn't right or maybe the place won't let him flourish. It may not be the correct thing to do like beginning a new company in a tiny town, as individuals may not be open to fresh thoughts.

Business is an art, not a science. It is a collection of inherent characteristics which, through learning and experience, is perfected with moment. Not everybody can be a successful businessman just as not everybody can be a good actor. Nothing can make a follower a leader. It's a question of decision. It's more like a crude talent that requires refining.
