A de facto exclusion is different from the regular exclusion as:

In the de facto exclusion do depends upon the configuring the settings of the start and also the end of the IP address whihc is required in the DHCP scope like the IP addresses in the subnet of the address are not included in the range of the scope of DHCP where as in a normal exclusion the IP address which are considered within range of an IP scope which is already configured.

The DHCP is able to send ping to the IP address to which it wants permit to use the IP address but no other computer than that can use that same IP address.

OUI - It is a number generally represented in 24-bits that is used to uniquely identify an organization, or a manufacturer. It is generally assigned to organizations, manufacturers.

Client Identifier - It is required by the DHCP server to uniquely identidy a client in a network and also differentiate a particular client from other clients.

The DHCP server is used to send a DHCPDECLINE and then requests for the another IP address to check whether the IP address is in use or not.
