what is meant by the top three in American correction and why is this important?

Top three in correctional system refers to the three largest states not only in terms of their overall population but also in terms of their overall prison inmates. This would mean that as the number of people increase, the chances of more people committing crime also increases. Secondly, these states also have more immigration issues which means that more illegal immigrants would enter through these states which would throw more people in the prison and the problems of unemployment and organized crimes would also be more in these states. Thirdly, these states have more racial and cultural diversity than the other states which would also contribute to their increasing crime levels. Finally, it’s not only in terms number of inmates or the number of crimes that makes these three states as top three but also in terms of providing stable funding for the correctional facilities thus making it a more desirable place to fork for the correctional officers. It would also mean that there are many robust programmes that work inside the prison in order to ensure the safe and better life when they return to the society.
