Despite organizational expansion, the federal service has expanded minimally in 50 years. The national government is big, but the federal service is not increasing with the economy or population. Legislation provides requirements for government intervention, but this allows bureaucracy to lay down more comprehensive regulations that are vital to law enforcement. The lower performance of public agencies is due to the additional political, regulatory, legal and public opinion restrictions imposed on them relative to those put on private agencies
With the restructuring of the civil service, national and state governments sought to minimize political intervention in public bureaucracies by introducing a merit system for hiring and providing legal immunity to some public officials from being dismissed without a show of cause. At the highest levels of government agencies most positions are filled with political appointments that are not part of the merit system
