Key points from the case:
The retail-prices index was introduced in Britain in 1947 and a consumer-prices index came into being in 1996. CPIH in 2017.It was necessary to include housing as 15% spending happens on that head. It is still imperfect measure of changes to Britain’s living standards.
Changing items in basket need update. Quantity change also be considered. Quality improvements should also be considered or there may be understatement or overstatement of inflation rates. In USA it was found that failure to adjust for quality and new products meant true inflation was overstated by at least 0.6% a year.
Also different areas may have different costs and are faced differently by different people hence inflation can be understated. The method of constructing an inflation index is often biased for rich than poor.
Solutions given are: introducing regional indicators, stratifying inflation by income.

In my opinion inflation in different regions with different goods (area specific) in a basket to be measured along with income adjustments.
Again there will be a problem of weights assigning to different goods and also income adjustments may overstate or understate the data but this is a better method.
