The propagation of sound waves requires a material medium. The sound wave travels through a medium due to the collision between its constituent particles. The speed of a sound wave is basically determined by various properties of that medium such as density, elasticity, temperature, etc. Mathematically it can be described by relation below

About moon , moons atmosphere is far thinner than earths atmosphere which has approximately 1019 molecules per cc whereas moon has 106 molecules per cc. And those molecules almost never collide with each other hence moons atmosphere is as good as vacuum and can't transmit sound waves.
