• The perception of Federal agents were different from those of Branch Davidians members. As one of the agent Robert Elder quoted that they reacted in deadly way because they were attacked in deadly ways.
• When the fire broke because the stair case was ruptured by tanks, members of Branch Davidians got stuck on second floor and could not survive the fire.
• When tear gas was fired, there were no gas masks for children, parents used wet towels for their children.
• Lack in effective negotiation was the biggest issue identified.
