The health care system or services which is cleraly a provincial responsibility. It is about the country Canada ; for how to reduce costs & expand health coverage. The comprehensive universal Comparisons of health care systems indicate that Canada is a relatively high spender that achieves only mediocre & poor particularly with regard to medical resources; is prohibiting patients from pursuing in country private treatment which is very limited, very restrictive one. In Canada policymakers trying to reduce costs & expand health coverage. The Federal govt plays significant role over the policies that characterized by health care systems through its funding. Canada is a rare country that prohibits physicians for practicing in both public as well as private sector, private insurance coverage for services outside the govt program. they have no right to buy private health care services that covered by govt program. Canada is the only developed country which prohibits patients from persuing private treatment in their own country

The principles of federal provincial govt relationships are determined by CHA, Which states that ; the Canadian health care policy 'to protect, promote, restore the physical & mental well being of residents of canada & provide reasonable health care facilities without financial restraints. CHA which outlines the conditions that; provinces must meet in order to receive a full cash contribution from the federal govt through canada Health Transfer Program which amounted nearly C$ 38.6 billion in the Canadian financial year April 2018-19. The Federal govt exercises a significant role to control over provincial health care systems through its funding.

Health care is the Largest budget provincial govt in Canada, as per the CHA's insurance province cover pharmaceuticals administered in a hospital approximately 70.5% of Canadians have private drug insurance coverage & through provincial plans they obtained approximately 21% of health coverage. Canadian's were aware of the fact that pharmaceutical insurance & medical services not require coverage by the CHA, There is a lack of understanding among public about the financial contributions to the public health care system. Health care delivery is an important Characteristic of the performance of health care system. Medical resources are a little value if they are not used or utilized in proper way ,There need of adequate resources to provide care, resources can be used more or less efficiently & availability of resources is an important factor conditioning the performance of a National health care system.

Canada's funds necessary medical services solely through tax dollars. Canada also took lessons from health care system of Europe, to a consumer driven culture that gives patients more choice of medical services. Canada learned from the Europian countries that ensure universality. Canada needs to focus care hospitals that concentrates on managing & preventing chronic illness. It is also need to choose health services that meets their needs, it is important to encourage patients & doctors to manage their health.

From the discussion above ; The medical community needs to conduct research & develop standards for measuring & monitoring Overutilization services inorder to best utilize current health care resources. Higher procedure intensity was associated with lower mortality after one year hospitalization, higher intensity care improve patient outcomes, there is no requirement for new drugs or devices to be more effective or less costly than existing approved regimes. By which many treatments while cost-effective in some cases are given to patients who have little gain from them. Another thing is that price of same thing varies in diffrent ways like spending is not correlated with quality sometimes. There is need for efforts to increase value in medical care by reducing unwarranted variation in medical services.
