1.Oregon is the only state that requires all non-profit organisations to participate in the unemployment program.How ever the law doesn't require non-profits to provide unemployment benefits, they still have an opportunity to.All the non- profit organisations are supposed to pay the unemployment tax.How ever in Oregon,there is are other entities like unemployment services trust which helps them to reduce unemployment costs
