1. False.As authorized by the Clean Water Act (CWA), the NPDES Permit Program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. Point sources are discrete conveyances such as pipes or man-made ditches.

EPA issues all National Pollutant Discharge Elimination System (NPDES) water quality permits in Massachusetts, New Hampshire, New Mexico, District of Columbia, U.S. territories, and on federal and tribal lands. Other states have been delegated by EPA to issue their own permits.
