France's hybrid system of government. How does the hybrid system solve some of the problems France experienced with a parliamentary system?
Hybrid system of government in France- Solutions for some of the problems as a Parliamentary system
French government had four different republics until the Fourth Republic of the French. All the four had various and continuous problems as a parliamentary system of government. The fourth republic as the last one of the parliamentary governance suffered many problems including the after effects of the world wars and Franco-Prussian war etc. The instability of the different governments was notable under the four different republics. Every governments tried to rule out the problems regarding governance mainly instability, through strengthening the executive branch including prime minister and other ministers. But all of the attempts went failed to make the parliamentary system stable. Governments also failed in making decisions about the decolonization of the numerous French colonies due to lack of confidence over the system. Even the fourth republic was able to make some economic benefits as of great, the government failed after a series of crisis especially the Algerian crisis of 1958. Thus the failure of the Fourth French Republic led to form the modern hybrid system of government or the semi-presidential system.
The hybrid system consists with both the President and the Prime Minister. Charles de Gaulle worked as the main force to the system in the Fifth French Republic that split powers of the President and the Prime Minister. The President elected by the people is the head of the system of government including Prime Minister and other ministers. The President elect the Prime Minister as the head of the Parliament comprised of a Senate and National Assembly. The Prime Minister suggests the official requirements to the cabinet and work out their responsibility. The Prime Minister also controls the armed forces and France’s nuclear arsenal etc. even the head is actually the President of the state. The President is in power to control the entire government as they report false in their duty. Thus the semi-presidential rule solves many of the problems of the parliamentary system of administration and instable government. Since the elected President could control the government, the system didn’t failed much as of administrational inefficiency.
