In early March, 2020, our state government announced tentative plans to move homeless people in to college dorm rooms. A. In your opinion, is this idea a good idea? Or a bad idea? Why? B. Would you make this program voluntary for homeless people? Or mandatory? Why? C. How vigorously would you enforce this program? Why? D. What penalties, if any, would you impose on homeless people for non-compliance? Why? E. In theory, what could ‘go wrong’ with the enforcement of this program? What other support services do homeless people require, in addition to housing? F. Moving homeless people into hotel rooms, (combined with support services), which our state has done on an unprecedented level, may be a better idea than moving them into college dorms. Why? G. A). Answer:
A homeless people are also a part of our society and citizen of our state or country so, they also have the same rights whatever we are enjoying as a citizen, and also have the same responsibilities toward the nation. So, as a welfare state this is the core responsibility of the the state to protect, safeguard, provide social securities to the homeless people. It is also very important from political, social and economic prospective because they are the human being and have voting right and other rights and also an assets.
Now we come on the question:

The solution of these types of problems is based on maximizing the social welfare. Normally the solution also depend upon the current situation of problems and the Scopes available to solve it. So, this may be a good idea as temporary solution not a permanent solution. If the homeless people live with students then both of them can learn each others and understand each others that will creat a social values within the students also.But if homeless people live there for a long term then it can creat a problem for the student.
B). Answer:
We have discussed above that this may be a good idea as temporary solution not a permanent solution. I would like to make this program voluntary for homeless people because this is a strategy for maximizing the social welfare of homeless people and providing safeguarding and security them. But the program should be voluntary because every person has the right to live what he/she want to live. So, every person live the life accordingly and we cant force them to live according to the state. Another side it is not a subject matter of national security of national emergency so, we should not make it compulsory.
C). Answer:
off course it is a social benefit program for our homeless people so, i will enforce this program aggressively and honestly with full of efforts.
D). Answer:
We have discussed above that they are our people and have same rights and responsibilities so, in case of the non-compliance i will punish them as per out law. I will not design any special law or policy out of our constitution to punish them.
E). Answer:
This is not an easy program. We will have need to make a proper strategy to enforce it. We need to collect, analyze and understand the proper information about homeless people like, their behaviour, their basic needs, their own opinion, selection of college etc . Other side collages and universities have also some rights and responsibilities so government should also respect it. Any wrong information or wrongly understand the situation can creat the problem for the successfully implementation of this program. So, government should have support services do homeless people require, in addition to housing also. Homeless people don't have the source of income but they must have some basic needs rather than a house as a human being like, cloth, food, other utility services etc. So, government should also arrange the same for them also.
F). Answer:
Moving homeless people into hotel rooms is very expensive idea and need more fund to proceeding it. Hotels are the private property and a commercial property and profit maximizing is its first goal. So, it is very complicated, expensive and hard to implement program. So, i think this is not a better idea than to move homeless people in to college dorm rooms.
G). Answer:
As per our opinion government should make shelters for homeless people as a temporary solution and provide low cost home in long term free. Government should also provide this benefits combined with support services in short and long run.
