In many cases,there won't be enough resources for different aspects. In some areas,there may not be sufficient water and in some others there might be enough water resources but there won't be able to produce electiricty on their own. So ,the city which have the ability to produce electricity can provide them to other cities and the city which have sufficient water resources can provide water to the other. In an Economy,there should be corporation between each and every individual in all aspects.

Eventhough water itself does not conduct electricity,it is the impurities that are suspended in the water. Water is involved at many points in the process of producing electricity. It helps in Electricity generation, Fuel Extraction and production, Fuel Refining and Processings, Fuel Transportation, Emissions Control.

Water use in power plants has two components :withdrawal and consumption. Water withdrawal is, predictably, the act of removing water from a local water source.The withdrawn water may or may not be returned to the source or made available for use elsewhere. Water consumption is the amount of water lost to evaporation during the cooling process.
