Pore water pressure = is the pressure which is being transmitted by pore fluid and is which is equal to qeight of fluid.

Effective stress = it is stres which is being transfered in soil mass by grains to grains which tends to force the particles to come into close state of contact.

Hence we can say Effective stress = total stress - pore water pressure

Hence effective stress = total stress - pore water pressure

Because Normally consolidated soil is going to deform under a certain pressure but over consolidated soil is already deformed under that pressure if that is preconsolidation pressure.

Hence Normally consolidated soil is weaker than over consolidated soil.
