Null and Alternate Hypothesis are as follows:
H0: μ = 40.4
Ha: μ ≠ 40.4
If the confidence interval contains the null hypothesis value, the results are not statistically significant and null hypothesis cannot be rejected. In this case, value of null hypothesis 40.4 lies within the confidence interval (35.831, 42.969) so we fail to reject null hypothesis. In other words, there is not enough evidence to claim that the mean age of a death-row inmate has changed since then.
