Discipline engineer is one who can solve problems by own and who
also complete their own work/ project within the given time period.
A discipline Engineers is also managing the safety of the workers
because it's a very important thing as an Engineer. A discipline
engineer is also a manage Day to Day plan, activity according to
the project plan. Thus It's the responsibility of
Engineers.

Basically we know rational peoples are those who can make their decisions based on their thought of intelligence, past experience, and idea . To become a rational, the consumer must have a sense of idea/intelligence that maximizes their utility.we can also say that they maximize their profit.

Safety may be determined by the amount of allowable risk. Safety is generally implying a significant and real impact of death, injury and damage.
