His initial position x = -1 m

His velocity is -2 m/s for the first second. Hence his position decreases linearly to -3 m from -1m in the first second.

His velocity is zero for the next second. Hence, his position remains the same -3 m for this second.

For the next three seconds, his velocity is constant and 2m/s. Therefore his position increases at a rate of 2 m per second from - 3m to 3 m. This is used to plot the graph of position vs time.
