A company's Code of conduct is a code that effectively governs the way that employees should behave on a regular basis. The code of conduct is generally developed at a higher level and passes through to the middle rank and lower rank employees of the organizations. The code of conduct sets rules, principles, values, etc which a company is required to follow.

Rank and file employees are employees within an organization who are generally not in leadership or top management roles. These employees are generally the mid - range or lower level employess who generally take care of the day to day functions of the company.

As mentioned in the question, developing realistic questions and answers to illustrate key provisions of a company's code of conduct with input from rank and file employees is an effective way to develop or improve that code.
