Interneurons are actually communicating nueral units which helps in communicating between the motor or sensory neuron with central nervous system.

And they are present in the central nervous system and in the spinal cord and are absent in the peripheral nervous system and so they cant make synapse on effector organ in the PNS.

They are present in body in billions in numbers and like all other neurons they also can excite tissues with the help of acetylcholine and a neurotransmitter.
