i have this assignment to do and i dunno how to structure it as i didnt have enough informations about the layout and the structure.

please provide me with the structure starting from the introduction, excutive summary,...,.....,......,.......,conclusion and references.

i need to fill up the paragraphs but i dunno what to layout.

Assume your group comprises the Sydney City Council. In an effort to reduce inner city congestion, there is already a project to establish light rail. But public frustration with the construction is palpable as the noise interrupts businesses and causes delays getting through the city.

Furthermore, there are increases in the number of traffic incidents involving pedestrians. Having recently visited the trauma ward at Sydney Hospital and conversing with families of the injured and recently dead, you have been moved to again consider action.

An idea has come from the public suggesting that the speed limit in the inner city should be reduced from what it currently is at 40 km/h. This measure is sure to further infuriate motorists and cause economic costs for the city but also lead to less injury and death.

Just this morning, you pick up a copy of the newspaper that includes a photograph of absent-minded pedestrians crossing the road at George Street; all pedestrians are watching their phones, rather than the oncoming traffic.

Your task is to determine whether the inner city speed limit should be changed and if so, what new limit should be introduced. Furthermore, if you decide to change the speed limit, what measures will you introduce to help the public cope with the change?

Introduction

The idea of the paper is to make relevant changes to the traffic rules and to make people aware of the rules and their responsibility. With the increase in number of road accidents, it has become essential to work on the reduction of such cases and take appropriate measures for overall responsibility.

Executive summary

With the establishment of the several projects like, light rail, other under construction over bridges, etc. it has become essential for the council to take appropriate steps for public safety on the road. The idea is to not just make the users of vehicle follow the rules, but the other area of awareness is to make the pedestrian users responsible for their behavior on road as well.

Also as per the suggestion of the public, there can be possibility to reduce the speed limit of two wheeler from 40km/h to 30km/h, only at the under construction sites. This will reduce unnecessary speeding of vehicles at sensitive areas. Also there will be aware about the need of honking, this is something, you cannot implement as a low however the driver need to understand the use of horn and use it only when it is needed.

Increase awareness about the avoidance of phone, head phones and other disturbing things on the road, which can take mind of the road and can lead to serious injuries on the road. Mainer times, pedestrian users become so involved in their phones and did not watch out for the upcoming traffic and end up in accidents.

Implement heavy charges on the people who does not follow traffic rules.
