a. Yes, both the countries U.S and Russia have a central banking system. The Central Bank of the United States is the Federal Reserve and the Central Bank of Russia is the Central Bank of the Russian Federation. Yes, both the banks are doing a good job to maintain stability of their currency and keep inflation rate under control.They have also successfully helped their countries fight recession and pursued policies to help the economy to come out of recession successfully.

b. The stock exchange of both the countries are performing well. With the Central bank of the US raising interest rates, the returns on investment has risen in the United States and thus investor confidence has increased and the stock market of the United States has been performing well. On the other hand, Russia's stock market is now the second best performing big emerging market after China. It has demonstrated record breaking performance in 2018 and is a very well performing stock exchange.
