Actually to produce an ARC generator using only a 9V battery is very tough but we can do that using a DC boost converter. Or you can use the Van de Graaf generator, where you will use the 9V battery to derive a belt that generates a very high static electricity.

Here, I am giving you a very simple circuit of ARC generator using a 9V battery by using the concepts of DC boost converter. Here I am using NE555 with the input of 9V and I got approx 610V DC. Which gives me 1.1 KV of output.
