B) From the answer obtained in part A, we find that the % of people within each country in northeast Florida that rely on Medicare / Mediaid for their health insurance is mostly in the range of 12-13. the result of 23 can be considered as an outlier since there is a large gap from 13-23. If the stem and leaf plot is turned on its side it will look as depicted in part A.

The distribution has a peak in the 12-13 interval. Although there are only 9 observations, the distribution shows that the data is mostly scattered at the left. The right tail extends further from the data center than the left tail. Thus the distribution is mostly positively skewed or skewed to the right.
