Criterion is the standard or benchmark for evaluation of performances of the employees.

Ultimate criterion is the perfect or ideal benchmark set for the performances of employees. It includes all sets of measurement and is a hypothetical condition.

Actual criterion is the reality of benchmark achieved. It is the reality representation of the ultimate criterion.

When there's little overlap (relevance) between an ultimate criterion and actual criterion, that is degree to actual criterion is related to ultimate criterion or the level of correlation is lesser, the following could be some implications.

  • The criterion deficiency would be larger, that means the variance in achievement of ultimate criterion by actual criterion would be larger.
  • The criterion contamination would be more, the influence of external factors in actual criterion would be more , adversely effecting the relevance between the two criterion.
