It is not very clear by teh statment s 2/1 and I shall take be the first variance and be second variance. By definition . If the variance in teh denominator then F test statistic will be <1.

No, F test statistics will never be a negative number bacause it is a ratio of two variances . Variance by definition is always a positive quantity and ratio of two positive numbers will always be positive.
