3D scanning also known as laser scanning are donw by lasers. It scanner no of laser beam are steered controlled. The rotary encoder controls the motion of scanning by adjusting mirrors to guide beam. The basic concept of laser scanning is filght of time. It is basically the useof laser range finder to find the round tip of laser pulse travelling from scanner to object again. As you know the speedof light is constant i.e 3* 10^8 m/s. so distance is calculated by measuring the time taken by the laser to return the scanner. if d is the distance of the object then the time of flight is

this technology( time of flight is very advanced and expensive at tha same time.

The scanner mainly consists of two parts. one is hardware , it is physical part of scanner cotians light source alsoknown as capturing unit. and the other is software, itacts as the control center that runs the entire operation, from capturing 3D data from the physical object to cleaning up the output, the 3D model
