How much power does the U.N. have, exactly? What happens when member nations do not pay their dues? There are exactly five nations who are in arrears on their dues and have no voting rights as of today:

Bolivia (Plurinational State of)
Gabon
Libya
Palau
Viet Nam

Should membership be withdrawn from these nations for lack of payment? PLEASE CITE

• If the member nations permit then UN has got enormous powers but if we see the attitude of permanent members getting everything vetoed diminishes it's effectiveness as a whole.
• In other words, it contingent to wide agreement on an issue that an effective and concrete action can be taken to make a sufficient difference. But the continuous bias and partisanship has by the veto members have led to UN's failure to achieve it's commitments to restore peace and thwart external aggression on other countries.
• If a member nations do not pay their dues or fail to do so the country may lose its vote in the General Assembly. However, the above holds good only if the amount equals or exceeds the contributions due for two preceding years according to Article 19 of the charter of the United Nations.
• There is an exception to the above rule that if a member country shows that it is unable to do so citing conditions beyond its control, then he may not lose the voting power as well.
• Since there is no provision except the above stated regarding the withdrawal of membership, the membership from these nations can’t be withdrawn for the lack of payment.
