Option '1' is correct .
Economies of scope is defined as the savings done on producing two products together instead of producing it differently.
So, economies of scale is defined when,
C(q1,q2 )< C(q1 ,0) +C(0, q2 )
Here,q1=3,q2=2.
For option '1',
C(3,2)= 50 - 5*3*2 +0.5*32+22 = 50-30+4.5+4= 28.5
C(3,0) = 50-5*3*0+0.5*32 + 02= 50-0+4.5+0= 54.5
C(0,2) = 50-5*0*2 + 0.5*02 + 22 = 50-0+0+4 = 54
Clearly, C(3,2)<C(3,0)+C(0,2) as , 28.5< 54.5+ 54 => 28.5<108.5
So,this cost function exibit economies of scope.
Similarly we can check for other options.
For option 2,
C(3,2) = 15+5*3*2+2*3+4*2= 15+30+6+8= 59
C(3,0)= 15+5*3*0 + 2*3+4*0 = 15+0+6+0= 21
C(0,2)= 15+5*0*2+2*0+4*2=15+0+0+8=23
C(3,0)+C(0,2)=21+23= 44
Clearly ,C(3,2)>C(3,0)+C(0,2) as 59>44 ,so this cost function do not exibit economies of scope.

C(3,2)= 5+3*2+32*22= 5+6+9*4=5+6+36=47
C(3,0)= 5+3*0+ 32*02=5+0+0 =5
C(0,2) = 5+0*2+02*22= 5+0+0=5
C(3,0)+C(0,2)= 5+5=10
Clearly,C(3,2)>C(3,0)+C(0,2) as 47>10,so this cost function do not exhibit economies of scope.

C(3,2) = 10+4*3*2+32+22=10+23+9+4= 46
