2,3-Dibromosuccinic acid can be prepared by the following two methods i.e, by treating Fumaric acid with Br2 (electrophilic addition across double bond) which give a racemix mixture and by treating maleic acid with Br2which give meso compound.

(a). The stereoisomers can be distinguished by checking it's optical activity, racemix mixture show optical acitvity whereas meso compounds are optically inactive.
