The expression of the protein is specific to cell type within a defined time frame. So not all proteins will be synthesized by every cell all time.

In a particular situation or condition, a specific cell type will produce a specific set of proteins. For example, the proteome or set of protein expressed by the kidney cell will not be the same as the cells present in the eyes.
