How is the imcremental theory associated with the Farm Bill and disscuss how the assumptions associated with the imcremental theory help to explain the outcome?

Solutions

Expert Solution

The Farm Bill is a large, multifaceted piece of legislation, renewed by Congress roughly every five years, that shapes federal food and agricultural policy. The new farm bill maintains overall conservation spending, and provides several improvements to critical conservation programs. But the structure of the funding and how it changes over the life of the bill is troubling, and this bill misses the opportunity to provide integration between conservation programs and between conservation programs and crop insurance that would have increased the benefits to farmers, the environment, and potentially reduced costs to taxpayers.

The present study identify the incremental theory of intelligence as a strong predictor of students’ learning motivation. The House bill seeks to help close that gap, providing funds to expand high-speed broadband access in rural areas along with distance learning and telemedicine programs. The farm bill includes several programs that encourage good stewardship of farmland by helping farmers adopt practices that reduce soil damage, fertilizer runoff, and other undesirable impacts.

The further assumptions associated with the incremental theory help to explain the outcome are -

  • It will provide assistance to producers when the market price for a covered commodity falls to critically low levels (below the statutory reference price).
  • The limited nature of rationality and the weak powers of human cognition.
  • The contrast between incremental decision-making and synoptic decision-making was also a distinction between practical reason used by practitioners in the field and abstract reason used by researchers or social scientists.
  • Policy decisions made incrementally are remedial (small steps and small improvements) and reversible.
